Mr. Nuwe Amanya Mushega

Mr. Nuwe Amanya Mushega is currently engaged in business in the private sector in the areas of Real estate development and Ranching. He has a private consultancy firm covering areas like Capacity building for regional assemblies, National parliaments and local government, Democracy and good governance, Skills development for wealth creation and development, Environmental management advisory services, Facilitating National and Regional dialogues etc.

He holds a LLB and LLM degrees. He was under taking a PhD program at the London School of Economics, which he abandoned to participate in the post Amin guerrilla warfare that ushered in a new era in Uganda.

He has a wide experience and exposure having been a Member of Parliament and cabinet minister in various portfolios; Defense, Local government, Education and Sports and Public service. This led him to wide exposure both regionally and internationally. He was chairperson of the forum that brings all African ministers of Education and the Development Partners i.e. the Association for the Development of Education in Africa (ADEA). Most recently, he was the Secretary General of the East African Community, an organization that brings together the countries of Kenya, Tanzania, Uganda, Rwanda and Burundi. It is one of the most active Economic communities on the African continent.

Mr. Patrick Mutabwire

Mr. Patrick Mutabwire has over 20 years of administrative experience with local Governance and combines a number of skills which include, project management and Monitoring and Evaluation Skills and General Management. For the last ten years, he has been involved with the refinement and implementation of the Decentralisation Policy in Uganda. He has supported the Government of Lesotho and the Government of Southern Sudan on implementation of Decentralisation. This has given him national and international exposure as a consultant and resource person.

Mr. Mutabwire has worked in the field of HIV/AIDS particularly in Local Governments and has been instrumental in several start-up initiatives for HIV/AIDS awareness and mainstreaming. He has attended several workshops on HIV/AIDS such as workshop on mainstreaming HIV/AIDS into the Poverty Reduction Strategy Papers (PRSP) (9th October 2006, Maputo, Mozambique) sponsored by UNDP, UNAIDS and World Bank. He participated in the HIV/AIDS Implementers Meeting in June 2007 in Kigali. Through this exposure, he has gathered a wide range of skills and competencies in the field of HIV/AIDS including being the current chair of the ''Self-coordinating Entity for decentralized Responses to HIV/AIDS'' which forms part of the overall coordinating body National PArtnership Forum unde the Uganda AIDS Commission. He is also the Programme Coordinator for mainstreaming HIV/AIDS in Local Governments in Uganda.

Mr. Mutabwire initiated the first ever programme on the Local Administration of Justice in Uganda, to train village local councilors in skills that assist them in administering Justice in communties within their jurisdiction focusing on conflict resolution and arbitration on civil matters

Ms. Rose Namara
Ms Namara Rose Bakenegura has 12 years of experience in development work undertaking program management assignments, and as a consultant in diverse fields such as strategic planning, policy analysis, gender analysis, social research, monitoring and evaluation.

She has spent a large part of her career working with non-governmental organisations in Uganda and has considerable experience as a senior consultant and administrator at the Uganda management Institute, engaging in teaching, research consultancy and administrative assignments.

Namara is also doing her PhD in Development Studies, Institute of Social Studies, The Hague, The Netherlands, where she is researching “NGOs as the panacea of Poverty Reduction in Question: Rethinking the processes of social exclusion in Uganda.” Namara has also undertaken several courses, which have strengthened her firm training and placed her well to serve in a number of areas.

She is a committed person with excellent interpersonal skills and with a strong passion to work towards improving the lives of the poor.

Ms. Consolate Mukadisi

Ms Mukadisi is a dynamic, self-motivated, confident and resourceful person with over 25 years experience in Human Resource Management. She holds a Masters Degree in Management (HR).

She started her career as a Personnel Officer and grew through the ranks to become the Head of the Human Resource Department for over 10 years in three reputable organizations in Uganda - namely: Foods and Beverages Ltd, British American Tobacco (Uganda) and, Uganda Telecom.

Ms Mukadisi also served a 4 years contract as a member of the Public Service Commission - a 7 member commission charged with the responsibility of recruiting employees at all levels in the civil service.

THE ASSOCIATES

Ms. Erina Baingana

Mrs. Erina Baingana has amassed an impressive wealth of 30 years of experience in Public Administration in General and Human Resources Management in particular, both as a government employee and bureaucrat and as a consultant, especially after she left, on retirement from the Uganda Civil Service in 1994, where she had risen from the position of Personnel Officer in 1972, to that of Permanent Secretary in the Ministry of Public Service, and Secretary to the Uganda Public Service Commission and to the Judicial Service Commission.

In the Civil Service, Mrs. Baingana was a vanguard pioneer and leader many fields as highlighted in the detailed CV .

As Secretary to the Public Service Commission and Judicial Service Commission, Mr. Baingana developed a “Checklist for Submissions to the Public Service Commission” aimed at eliminating delays and creating fairness and transparency. Contents of that checklist were also adopted and incorporated in the Uganda Local Government Personnel Management Procedures. .
